 Conrail tracks? 
   The tunnel plan, designed
 in 1993 by students at the
 School of Architecture at
 Rensselaer Polytechnic
 Institute in Troy (RPI),  was
 in response to a request by
 the Greater Amsterdam
 Waterfront Revitalization
 Committee for assistance.
